Ohio's surge in elections legislation
More than 20 bills mentioning elections have been introduced in Ohio in 2013. These bills have either been signed into law, are moving quickly or are being watched by voter advocates. Signed into law
- SB 109: Voting procedures
Allows use of electronic poll books, requires the secretary of state to create procedures for oversight of local boards of election and remove outdated language from state law, among other technical fixes. - SB 10: Voting access
Requires all polling places to be ADA compliant, increases maximum time a voter can spend in voting booth from 5 to 10 minutes during peak times and extends a rule to in-person absentee voting that allows voters in line when the polls close to cast a ballot. - SB 47: Ballot petitions
Shortens time to file petitions for initiated statute, referendum or constitutional amendments. Lawsuit pending. - SB 193: Minor party access
Sets new rules for how third parties qualify and stay on the ballot. Lawsuit pending.
Passed by the Senate
- SB 205: Absentee voting
Only the Ohio Secretary of State can send unsolicited absentee ballot requests and only if lawmakers agree to pay for it. Requires all fields on absentee ballot application and ballot envelope to be filled out completely and prohibits election officials from filling them out for the voter. - SB 200: Voter registration
Links several state agency databases including Bureau of Motor Vehicles data to verify voter registration records. - SB 238: Early voting
Shortens the early, in-person absentee voting period from 35 days to 29. - SB 216: Provisional voting
Merges poll books for multi-precinct polling locations to cut down on provisional ballots cast in the right location but wrong precinct.
Introduced
- SB 175 and HB 78 (D): Voter registration
Authorizes online voter registration for voters who have a driver's license or state ID. - HB 269: Voter ID
Requires voters to show a driver's license or state-issued photo ID card to vote. - SB 146 (D) and HB 214 (D): BMV voter registration
Provides more training for BMV officials on the National Voter Registration Act, which requires states to allow voters to change registration when applying for a new driver's license, and creates a committee to study whether Ohio is compliant with the federal law. - HB 21: Voting assistance
Permits voter confined to a health care facility to vote with the assistance of bipartisan board of elections employees. - HB 13 (D): Poll worker duties
Shortens provisional ballot affirmation form to a checklist, requires election officials to remake and count ballots cast by voters who were in the wrong precinct within the right polling place.
