Cities, schools lead ethics complaints

While most ethics complaints investigated by the Ohio Ethics Commission are of cities and villages, a analysis of commission data found public schools, charter schools and township trustees account for nearly half of all investigations, but their elected officials aren't required to file financial disclosure forms.
