Board OK’d for 215 new homes, recreation planned near Great Miami River

The city of Moraine has approved a board to oversee the development of about 110 acres to include more than 200 homes and recreation space near the Great Miami River.

The city council Thursday night unanimously passed legislation allowing the formation of Vance Darroch New Community Authority to oversee the multi-million dollar project on city-owned land along Pinnacle and Vance roads.

The development will “provide for an appropriate mix of land uses and associated community facilities, community activities and infrastructure necessary to fulfill the future needs of the area,” documents show.

The proposal includes two separate projects – Pinnacle Ridge and Vance Road South, officials said – to combine for 215 single-family homes, and “recreation, walking paths/trails and open space,” as well as “other planned development,” city records indicate.

Documents show the city “will work with builders and other developers to convey land within the district,” which may include “surface roads, traffic signals, sidewalks, utilities, open park space, off-site improvements, storm water management and site preparations for those improvements….”

The authority will include four city council members and serve “like an inactive home owners association in that it has limited power” to include establishing taxes on future homeowners to finance the project, said Moraine Law Director Buzz Portune.
