In April, Bishop took two cars that did not belong to him without the owners’ consent, the records show.
Bishop worked in the kitchen at the MonDay residential facility and was allowed to leave the facility to take trash to the dumpster, the police report states.
Bishop allegedly fled on foot, and correctional staff were able to follow him to the apartments near Germantown Street and Gettysburg Avenue before they lost sight of him, the report states.
Police set up a perimeter and tried to track Bishop using a K9 unit. They were unsuccessful in their attempts to locate him.
Bishop is white, about 5-foot, 11 inches with a gray hair in the style of a mohawk.
He was last seen wearing a white T-shirt and faded black jeans.
MonDay is a residential treatment program that diverts drug abusers and other lower-level felony offenders from prison.
