County commissioner to lead early childhood agency

Newly elected Warren County commissioner Shannon Jones also will serve as executive director of Groundwork Ohio, a nonprofit research and lobbying agency focused on early childhood issues.

Groundwork, established in 2004, calls quality early learning and development “the most transformative strategy” to improve school outcomes, lead to life-long success, and improve Ohio’s economic prosperity.

Jones, 46, just finished 10 years in the state legislature, where she often worked on early childhood issues. She said she's excited to continue in that arena.

“As a former legislator, I know that Ohio’s economic success is dependent on quality investments in early education,” Jones said in a news release. “Groundwork’s Steering Committee is filled with highly respected professionals committed to kids’ success.”

Groundwork Ohio includes representatives from pure education groups such as Head Start providers, multiple public school districts and a charter school sponsor, as well as the American Academy of Pediatrics, the United Way and several child care groups.

Robyn Lightcap, executive director of Learn to Earn Dayton and a leader of Dayton's preschool efforts, is a co-chair of Groundwork Ohio.

“Shannon joins Groundwork with an impressive background in policy and legislative advocacy,” Lightcap said. “She has extensive bipartisan relationships and legislative know-how that will serve the organization well.”

Jones, a Republican from Clearcreek Twp., served in the Ohio House of Representatives from 2007 through mid-2009, when she was appointed to the Senate upon Bob Schuler’s death. She served 7 ½ years in the Senate, including time in Republican leadership as majority whip.

She introduced the controversial Senate Bill 5 to limit collective bargaining for public workers in 2011. She also sponsored legislation on child booster seats and helped lead joint Senate committee hearings on investing in children's health. Gov. John Kasich just signed her bill aimed at lowering Ohio's infant mortality rate.
