FedEx site developer to pay Miami Twp. thousands annually

Construction starts on $18.5 million distribution center.

The developer of a 32-acre site where FedEx Ground plans to build an $18.5 million distribution center will pay Miami Twp. at least $80,000 annually over several years.

The payments by Scannell Properties would increase $5,000 annually over a 10-year period with FedEx Ground having two five-year renewal options to remain at the 249,506 square feet facility planned on Byers Road, township records show.

“Scannell agrees to make fixed payments to the township to fund a share of the public safety and infrastructure costs” in the township, the agreement states.

It indicates the payments would begin when a certificate of occupancy is approved for the FedEx Ground South Dayton Facility in the Austin Center district, and payments would be capped at $125,000 a year. Construction is expected to be done by July 2017.

Township records show the facility will employ at least 195 “at its largest shift.” But a spokesman for FedEx Ground indicated Friday the number of jobs the facility will create has not been decided, noting “we will have a better idea several months before the opening.”

The agreement between Scannell and the township is in lieu of the Indianapolis-based real estate developer entering into a Joint Economic Development District agreement per his client’s wishes, said Courtney Lehman, Scannell’s managing director of development.

The agreement was the best choice for FedEx, said company spokesman David Westrick.

“When determining whether to participate in a public-private partnership, such as a JEDD, FedEx Ground takes into account several factors, including the local infrastructure and workforce,” Westrick stated in an email.

“That analysis was done for the project in Miami Twp. and a structure involving a development agreement was preferred,” he added.

The building permit for the project has been approved, said Maury Wyckoff, Montgomery chief building official. Crews have started working at the site, Lehman said.

The facility at 8650 Byers Road – whose main entrance will be at the Belvo Road intersection - will have a maximum occupancy of 568, according to county documents.

Improvements will be made to the intersection’s traffic signal, said Miami Twp. Community Development Director Chris Snyder.

The plan calls for 845 parking spaces. Those numbers show 474 spaces for automobiles, 131 for long trailers, 125 for “HD vans” and 94 for 28-foot trailers, according to county documents.

More than 50 docking bays are planned for the south and east sides, records indicate. The majority appear to be on the east side, which faces I-75.
