Answer expected in effort to halt county’s use of landfill

A recommendation on an effort to stop Montgomery County from disposing of solid waste at a Dayton landfill until the site's odor issues are adequately addressed is expected on Wednesday.

A county solid waste panel in November asked staff to research the issue after hundreds of odor complaints were lodged from several nearby communities through much of 2016 against the Stony Hollow Landfill.

The South Gettysburg Avenue site has also been barred from discharging waste into Dayton's sewer system and its odor issue is the focus of a class-action federal lawsuit. But the EPA has said the Waste Management-owned site has complied with its orders to address the odors.

Moraine City Manager David Hicks said he sought the temporary ban after that city received hundreds of complaints. Other communities concerned about the odor include Kettering, Miamisburg, Oakwood, West Carrollton, and Jefferson and Miami townships.

Because this request deals with an active solid waste disposal contract, “we are reviewing the contract and disposal options with our legal counsel,” according to Brianna M. Wooten, communications coordinator for the county environmental services. “Our staff’s findings and recommendations should be presented at the meeting.”
