Lucking was hired as a part-time interim economic development director for West Carrollton in September at $33.65 an hour. In May, Trotwood city council promoted former police chief Quincy Pope to city manager.
Lucking was one of 10 Trotwood employees who pulled in six figures last year, up from six in 2014, according to the I-Team Payroll Project. The city of roughly 24,000 residents had 74 employees paid at least $50,000, which is down slightly from 79 in 2014.
