OSU may get $5M for institute to teach new political leaders

Ohio House Speaker Cliff Rosenberger, R-Clarksville, earmarked $5-million in the 4,500-page state budget bill for a new leadership institute at Ohio State’s John Glenn College of Public Affairs for state lawmakers and local elected officials.

Initially, the institute would provide “learning resources” for lawmakers and eventually branch out to help local officials, said Ohio House GOP spokesman Brad Miller.

Trevor Brown, dean of the John Glenn College, said term limits have led to a quicker turn-over in the Ohio General Assembly and a loss of institutional knowledge about state government, major policy issues and ethical requirements of representing the public.

In 1992, 68 percent of Ohio voters approved a constitutional amendment that limits senators to two successive four-year terms and representatives to four successive two-year terms.

“The vision of the proposed institute is to prepare and develop Ohio’s elected and appointed officials as ethical leaders driven to deliver value to the constituents, customers, and citizens of Ohio over the long term,” Brown wrote in an email answering questions from this newspaper.

Ohio State, which would use endowment funds to pay for the institute in future years, would develop curriculum and a portfolio of course offerings, Brown said. Full details hinge on how much funding is available to launch the institute, he said.

Funding would subsidize the cost of participation for elected and appointed officials, he noted.

State lawmakers are paid a base salary of $60,584 per year, plus benefits and mileage reimbursement. New lawmakers receive a multi-day orientation from the non-partisan Ohio Legislative Service Commission and all receive advice and guidance from the Joint Legislative Ethics Committee. Ethics training is also available through the Ohio Ethics Commission.
