West Carrollton security work to end 24-hour civic center lobby access

Security upgrades at the West Carrollton Civic Center will end 24-hour access to the building’s lobby as part of a $259,200 renovation targeted to start this spring.

Work on the 39-year-old building at 300 E. Central Ave. also will beef up security in the administrative offices, which will be remodeled in a move that will increase customer convenience, said West Carrollton City Manager Brad Townsend.

The city paid Levin Porter Architects $10,000 to design the project, which Townsend said will be funded by the capital improvements budget and be done in phases over about four years.

West Carrollton officials will meet with architects this week to review the layout for some of the changes, said city Planning Director Greg Gaines.

“We hope to have the lobby and front reception area improvements start as soon as we can secure a contractor. I’m hoping by March,” Gaines said in an email Friday afternoon.

The structure built in 1979 lacks several modern security measures that are needed as the city has decreased its 24-hour on-site presence, Townsend said.

That occurred a few years ago when West Carrollton eliminated its police and fire dispatch section and agreed to have Centerville provide those services, he said.

“Since we’ve now contracted that function out, there isn’t a presence in the building per se on a 24-hour basis anymore,” he said. “And so consequently, we were seeing a little more vandalism” in lobby and bathroom areas.

Townsend said the security upgrades will still provide 24-hour access to the police department, but the work to the lobby will allow the city to “lock it down.”

The project’s first two parts will be combined and focus on security issues in the lobby and administrative offices, according to the city.

It will involve adding two doors, allowing the city to close the lobby area after hours while still providing police deportment access, and add signage for departments, records indicate.

The second phase would involve trimming the number of customer entrances to the administrative areas to one and securing the reception/waiting areas. It would also include moving the planning department nearest the lobby and the city manager area to the back of the building, records show.

Phase III will revamp city council chambers, including replacing carpet and seating, which would include ADA accommodations.

The last part of the project would involve remodeling the community room into a multi-purpose room, which Townsend said would include a kitchenette.
