Oughterson hails from the city of Lebanon Fire Department where he was a shift commander and accreditation manager. He worked at that department for 13 years. He has a bachelor of science degree in fire science, engineering and technology from the University of Cincinnati and an executive fire officer designation from the National Fire Academy.
