Frazier complained about being chased by shadows and appeared to be running through bushes and over fences. He could not sit still and spoke too fast for police to understand, the report says.
A Sargent concluded Frazier would most likely not be accepted into Montgomery County Jail under his current state and advised he be taken to the hospital for treatment.
Frazier was discharged two hours after arriving at booked into jail.
