Neither Dayton police nor city officials have explained the reason for Johns’ leave, and a spokesperson said last week that, “The city will not be making any comments regarding Major Johns.”
Johns has not returned multiple text messages seeking comment. Dayton police officials have declined requests to interview Johns and referred any requests about Johns’ status to the city.
An updated request by this news organization for Johns’ personnel records didn’t include any reason for or acknowledgement of his absence, but it did contain a document showing Johns was scored as “proficient” during his annual evaluation in March.
The paperwork showed Johns earned a 2 percent raise to $57.23 per hour, or $119,038.40 per year (base salary), based on 40 hours per week for 52 weeks.

Johns’ time cards through April 16 indicate he has received at least 192 hours of pay in 2018 while on administrative leave.
Johns attended the May 1 murder sentencing of Ryan “Luke” St. John, the man convicted of killing 2-year-old Brayden Ferguson. Johns also was spotted by reporters at a recent Dayton City Commission meeting.
Johns’ personnel records obtained by this news organization on March 15 using Ohio public records law do not indicate any reason for his leave. City officials on March 28 said there are neither documents related to any disciplinary action or investigation nor any notice telling Johns he was being placed on leave.

Johns was paid a total of $119,787 last year, according to the I-Team Payroll Project.
Johns is commander of investigations and administrative services, according to the city website. He oversees the violent crimes bureau, narcotics bureau, Dayton police academy and administrative offices.
Johns graduated from the Dayton police academy in 1992. His career path included stints as patrol officer and SWAT commander, promotion to commander of the narcotics bureau in 2011 and promotion to major in 2012. Johns is a Dayton native, according to the city website.
